Manhattan Plan
Manhattan, NY | 2025
New York City Department of City Planning
The Manhattan Plan is a bold initiative to help tackle New York City’s housing crisis by adding 100,000 new homes in Manhattan over the next decade.
Historically, Manhattan has been a place where people from all walks of life could find a home and begin their New York City journey. With unmatched access to jobs, public transit, and cultural amenities, Manhattan remains a hub of opportunity — but over the past few decades, rising costs and limited housing production have made it increasingly unaffordable and inaccessible.
Starting in Spring 2025, the NYC Department of City Planning invited Manhattanites to share what matters most to them — from where new housing should go to how we can shape a more inclusive, livable future for all
Hive Public Space implemented a robust and inclusive community engagement process to reach as many Manhattanites as possible. Through multilingual outreach and interactive pop-up events in each community district, we created opportunities for residents to share their ideas, priorities, and concerns.
Together, we’re imagining what 100,000 new homes could mean — and helping to shape a future where Manhattan remains a place for everyone.
